This Quebec City native has a taste for controversy. Among the more than 40 books that he was written or edited is Oublier la révolution tranquille, published in 1999, in which he disputed the beneficent effects of Quebec's social revolution in the post-Duplessis years of the 1960s.

Gilles Paquet has published a large number of books and scholarly articles on governance.
